He was addressing the Silver Jubilee celebrations of National Pharmaceutical Pricing Authority (NPPA).

The National Pharmaceutical Pricing Authority was set up as an attached office of the Department of Chemicals and Petrochemicals (now Department of Pharmaceuticals since July, 2008) on August 29, 1997. It functions towards implement and enforce the provisions of the Drugs Price Control Order (DPCO) and monitors the availability of drugs, identifies shortages, if any, and takes remedial steps, among several other functions..
