India on Wednesday (11th Oct 2023) launched Operation Ajay to bring back Indians from Israel as the conflict escalated with Israel retaliating against Hamas's attack that started on Saturday (14th OCt 2023).

Israel has declared war against Hamas and set up a war cabinet while Hamas said it is ready for a long-drawn conflict. India being a strategic partner of Israel condemned the Hamas attack and PM Modi expressed solidarity with Israel.

As soon as the conflict broke out, the external affairs minister alerted Indians in Israel to exercise caution. The ministry came up with a helpline number and on the 5th day of the conflict, India launched Operation Ajay.

What is Operation Ajay? All you need to know

1. Operation Ajay is not technically an evacuation operation. It is an operation to repatriate its citizens from Israel.

2. Special chartered flights will bring back the Indians. Indian Navy ships will be deployed if the need arises.

3. Indians in Israel who wish to return will be facilitated in this operation. There are around 18,000 Indians in Israel including students, professionals and traders. “Launching #OperationAjay to facilitate the return from Israel of our citizens who wish to return. Special charter flights and other arrangements (are) being put in place. Fully committed to the safety and well-being of our nationals abroad," external affairs minister S Jaishankar tweeted on Wednesday. Jaishankar has also spoken to UAE's foreign minister Sheikh Abdullah bin Zayed on Wednesday.

4. The first flight is on Thursday as the embassy in Tel Aviv emailed the first batch of registered Indians in Israel. “Messages to other registered people will follow for subsequent flights,” the mission said.

5. A 24-hour control room in New Delhi is monitoring the situation in Israel and Palestine. 6. The first batch of Indians is expected to be brought back from Israel in a special flight on Thursday.

Israel's Consul General in Mumbai Kobbi Shoshani said he had no information of any Indian national injured or killed in the ongoing fight. Actor Nushrratt Bharuccha was in Israel to attend the Haifa International Film Festival when the conflict began. The actor was safely brought back to India.

Around 27 people from Meghalaya including Rajya Sabha member Wanweiroy Kharlukhi, were stranded in Bethlehem when the conflict broke out. The MEA arranged for their safe passage into Egypt..

India ranks 111 out of a total of 125 countries in the Global Hunger Index (GHI) 2023, with its progress against hunger nearly halted since 2015, reflecting a global trend. The Union government, though, contested India’s performance for the third year in a row, citing flawed methodology.

Afghanistan, Haiti and 12 sub-Saharan countries perform worse than India on the GHI.

India’s ranking is based on a Global Hunger Index score of 28.7 on a 100-point scale where 0 is the best score (no hunger) and 100 is the worst. This categorises India’s severity of hunger as “serious”. The GHI score is based on a formula which combines four indicators that together capture the multi-dimensional nature of hunger, including under-nourishment, child stunting, child wasting, and child mortality.

While India made significant strides between 2000 and 2015, with its score improving from 38.4 in 2000 to 35.5 in 2008 and 29.2 in 2015, over the past eight years, the country has advanced on the GHI by only 0.5 points. The 2000, 2008 and 2015 GHI scores are the only data that can be used for valid comparisons over time.

India’s performance mirrors a global trend. The 2023 GHI score for the world is 18.3, which is considered moderate. However, it is only one point below the world’s 2015 GHI score of 19.1. Globally, the share of people who are undernourished, which is one of the indicators used in the index, actually rose from 7.5% in 2017 to 9.2% in 2022, reaching about 735 million.

The Ministry of Women and Child Development (MoWCD) yet again questioned the GHI and called it a “flawed measure of hunger that doesn’t reflect India’s true position”. It said that data recorded on its Poshan Tracker portal showed child wasting prevalence of 7.2% among a total of 7.24 crore under-five-year-olds whose data was captured, whereas the GHI used a value of 18.7% for child wasting. The latter, however, comes from the National Family Health Survey 5 (NFHS) 2019-2021, which is reported in the global repository, Joint Malnutrition Estimates Joint Data Set Including Survey Estimates, set up to ensure harmonised child nutrition estimates.

“The GHI uses the same data sources for all countries to calculate the respective country scores. This ensures that all the rates used have been produced using comparable methodologies. Introducing exceptions to this process for any country or countries would compromise the comparability of the results and the ranking,” Miriam Wiemers, senior policy advisor at the GHI, said in an email response.

The second objection the MoWCD reiterated this year was the alleged use of a telephone-based opinion poll to calculate undernourishment, one of the indicators used in GHI. The GHI has maintained that it doesn’t use the poll, but relies on data from India’s Food Balance Sheet to calculate undernourishment.

South Asia and Africa South of the Sahara are the world regions with the highest hunger levels, with GHI scores of 27.0 each, indicating serious hunger. West Asia and North Africa is the region with the third-highest hunger level with a score of 11.9 indicating “moderate” hunger level.

Latin American and the Caribbean is the only region in the world whose GHI scores have worsened between 2015 and 2023.

East and Southeast Asia, dominated by populous China, has the second-lowest 2023 GHI score of any region in the report. China, for example, is among the top 20 countries that each have a GHI score of less than 5.

The region with the lowest 2023 GHI score is Europe and Central Asia, whose score of 6.0 is considered “low”.

According to the GHI 2023 report, the stagnation in the fight against global hunger is largely due “to the combined effects of overlapping crises, including the COVID-19 pandemic, the Russia-Ukraine war, economic stagnation, the impacts of climate change, and the intractable conflicts facing many countries of the world”. It adds that the combination of these crises have led to a cost of living crisis and exhausted the coping capacity of many countries..

Minister of Petroleum and Natural Gas, Hardeep Singh Puri 13th Oct 2023 launched the 12th City Gas Distribution, CGD Bidding Round of the Petroleum and Natural Gas Regulatory Board in Delhi.

Post this Bidding round, almost the entire country except Mizoram, Andaman & Nicobar and Lakshadweep, would have access to CGD networks.

Addressing the event, the Minister said that two percent of India’s population and 12 percent geographical area was left to be covered and with this round, this will be covered. The network is spread over five states and two union territories and covers 92 districts.

The ministry plans to take it to island areas to have 100 percent coverage in the coming future.
                                                         
Mr. Puri highlighted the importance of natural gas. He said that from a 14 thousand-kilometer-long pipeline network in 2014 to a 23 thousand 500 long network in the present day, the goal is to achieve a 32 thousand-long network.

Mr. Puri said that in the coming period, gas will play an important role, and the country aims to increase the share of Natural Gas in the energy basket to 15 percent. He said it shows the government's commitment to energy transformation. He said the aim is to make energy available to remote corners of the country..

Chairperson, National Company Law Appellate Tribunal (NCLAT), Justice Ashok Bhushan, inaugurated the 8th BRICS International Competition Conference (BRICS ICC) 2023, in New Delhi on 12th Oct 2023.

The Competition Commission of India (CCI) is hosting the Conference on the theme, New Issues in Competition Law and Policy – Dimensions, Perspective, Challenges, from 11th – 13th October, 2023.  

The conference has brought together heads and officials of BRICS competition authorities, competition policy experts, representatives of international organisations, and other stakeholders from across continents to enable exchange of insights on the new and emerging areas of importance in competition law and policy.

Addressing the conference, Justice Bhushan stressed upon the importance to strengthen cooperation and collaboration in the realm of competition policy, while underscoring the pivotal role played by the BRICS group in integrating the efforts of its members on mutual co-operation and deliberations on the issues of common interest.

Highlighting the critical gateway position of digital platforms and their control over data and market access points, Justice Bhushan mentioned that strong antitrust enforcement is an essential element of overall public policy design. In this regard, international cooperation and exchange would help reduce possibilities of regulatory arbitrage and keep abreast of regulatory developments in other jurisdictions, he said.

Referring to sustainability as a critical concern in the present century, Justice Bhushan mentioned that the incorporation of sustainability into competition law has the potential to stimulate innovation, development of cleaner technologies, renewable energy sources, and sustainable solutions across various industries.

Effective cooperation amongst the BRICS nations in striking the right balance between promoting sustainability and competition is pertinent, in order to deal with the complex challenges, he added. He concluded by stating that the NCLAT as the Appellate Authority for CCI orders has contributed significantly towards the evolving competition jurisprudence in India.   

Delivering the welcome address, Chairperson, CCI, Smt. Ravneet Kaur referred to the theme of the conference and said that new issues in competition law and policy are closely aligned with the emerging economic priorities. She alluded to the key imperatives of creating an inclusive digital paradigm and environmentally sustainable economic growth.

Recognising that digital technology can be a force multiplier in achieving growth, inclusion and innovation, Chairperson CCI said that sharing of experiences would be crucial in optimising the efforts of competition authorities in keeping digital markets competitive and contestable. She stressed on the need for building collective capacity in the fields of artificial intelligence, blockchains and algorithms.

In the context of sustainability, Smt. Kaur underscored the role that competition authorities need to play to ensure that the enterprises could build green businesses without any anti-competitive barriers. In view of the growing cross-border dimension of the competition authorities’ work, she emphasised on the importance of international cooperation in this field.

The two-day conference features three plenary sessions on ‘BRICS Joint Documents (Leniency Programme & Digital Economy Reports)’, ‘New Issues in Competition Law & Policy in the BRICS Countries’ & ‘Promoting Soft law tools to create a pro-competitive environment in the markets’ and four breakout sessions on topics of competition analysis in digital economy, sustainability and climate change, role of market studies and challenges in merger control.

In the plenary session on BRICS Joint Documents, reports on Leniency Programme and Digital Economy were released and discussed. The report on Review of Leniency Programs in the BRICS countries highlights the significance of Leniency Programs in detecting cartels for BRICS competition authorities. International cartel investigations involve multiple jurisdictions and competition authorities, underscoring the need for a shared understanding to navigate complex inquiries effectively.

Addressing the plenary session, Chairperson CCI said that the CCI recognizes the dynamic nature of digital markets and the importance of innovation in their development. Simultaneously, it acknowledges the susceptibility of digital markets to anti-competitive practices.
