Following reasons were cited for the creation of two new union territories under the Jammu and Kashmir Reorganisation Bill, 2019 :
1. The Ladakh division of the state of Jammu and Kashmir is sparsely populated with a huge area and very difficult terrain. People of Ladakh have been demanding since long the status of a union territory to enable them to realize their aspirations.
2. The problematic internal security situation of existing state of Jammu and Kashmir aggravated by cross border terrorism.
