Bharat Dynamics Limited (BDL) on Thursday (20th July 2023) announced that the Ministry of Defence has approved the appointment of A Madhavarao as its chairman and managing director, with effect from 19 July 2023.

He had joined BDL in Mar 2020 as executive director and was currently holding the post of Director (technical) with additional charge of Director (production), the company said in a regulatory filing.

In his previous role at BDL, he played a significant role in establishing a product support group to provide credible support to the Indian Armed Forces, enhancing the in-house R&D activities and establishing an effective supply chain to meet production schedules, the company said. He has worked towards various contract signing with the Indian Armed Forces/ Ministry of Defence and other foreign countries contributing to the current healthy order book of the company.


About A Madhavarao :

A Madhavarao has a B.Tech degree in Electrical Engineering, ME in Electronics & Telecommunication, MSc in Defence Studies, MBA in Finance and Master of Management Studies. Apart from his current experience in BDL, he has had a career spanning over three decades in the Indian Navy.

During his tenure in the Indian Navy, Commodore Madhavarao took part in the Kargil and Parakram operations. He was instrumental in setting up the Nuclear and Safety field organisation in Visakhapatnam for induction of Nuclear Submarines into the Indian Navy, the company said. He has also served on three frontline ships of the Navy and held key positions in the Command headquarters in Visakhapatnam and Integrated headquarters Ministry of Defence Navy, New Delhi.

He has served as General Manager Technical at Naval Dockyard Visakhapatnam and was responsible for preparing the long term perspective plan for the Naval Dockyard modernisation..

The Aviation Security Control Centre (ASCC) starting from today, will have following 04 components :


1. Communication and Monitoring Centre :

* It will do the 24x7x365 real time monitoring of  threat calls of bombs , VVIP movement and  other major incidents , Pre Embarkation Security Check (PESC) Clearing time  etc. at the airports.
* Two way communication with all Airport Units FHQrs/APS HQrs/Sector/Zonal HQrsØ  External agencies and stakeholders for better coordination and cooperation


2. Incident Management Centre :

All the relevant information pertaining to Technical gadgetsØ  Manpower, Contingency Plan,   Geographical Information System,  Floor Plan and Sand models of airports will be available which will help in quick decision making in case of any contingency.


3. Aviation Research Centre : It includes:

Research & Analysis :
* Studying and analyzing the latest technologies
* Studying the throughput and efficiency of gadgets
* Studying the best practices established in different airports

Data & Trend Analysis:
* Analysis of incidents occurring at the airports
* Analysis of the crowd at departure gates and SHA

Software Development:
* Updating and securing the database
* Software development and testing
* Providing training to CISF personnel

The Rajasthan Assembly on Friday (21st July 2023) passed The Rajasthan Minimum Guaranteed Income Bill, 2023, which seeks to cover the entire adult population of the state with a guarantee of wages or pension.
 
Terming it an “incomparable and historic law” Parliamentary Affairs minister Shanti Dhariwal said Rajasthan is the first state “government which has brought an act with such guarantees, the first government which thinks about the poor and how inflation can be tackled.”
 
As per the Bill, all families of the state, whether urban or rural, will be able to get employment guarantee of 125 days every year, and a minimum pension of Rs 1,000 per month in case of aged/disabled/single women, etc. Importantly, the pension will also be automatically increased at the rate of 15 per cent each year.
 
 

Responding to the debate on the Bill, Dhariwal said, “You (the Opposition) are asking how will peoples’ income increase by giving them Rs 1,000 pension, how will they survive. I want to tell you that beyond this Rs 1,000 they are also getting free treatment up to Rs 25 lakh under Chiranjeevi Yojana, accident insurance up to Rs 10 lakh, free electricity up to 100 units – and up to 200 units for farmers, gas cylinder at Rs 500 and Annapurna Ration Kits; if we consider all these things, then their income will certainly increase.”
 
With some MLAs questioning the implementation of the government’s announcements, Dhariwal said that since its first budget in 2019, the Ashok Gehlot government has fulfilled 80 per cent of its announcements. He said that what sets the law apart is that now anyone (eligible for employment or pension under the scheme) can approach the courts if her right is denied to her..

Union Minister for Finance and Corporate Affairs Smt. Nirmala Sitharaman inaugurated the ‘GST Bhawan’, a project for CGST, CX and Customs Office, Agartala, Guwahati Zone under CBIC, at Agartala, Tripura.

The GST Bhawan is an Office complex in the Centre of Agartala City. The project is located at one of the most preferred locations in Agartala.

The project sits at Mantri Bari Road, Agartala and has quick and easy access to all the taxpayers. It is also located at a distance of about 10 km from newly created Agartala Airport complex.

The inauguration of project in Amrit Kaal during the Azadi Ka Amrit Mahotsav showcases the strength of New India.

During the event, Secretary, D/o Revenue, Ministry of Finance, Shri Sanjay Malhotra; Chairman, Central Board for Indirect Taxes and Customs (CBIC), Shri Vivek Johri; Member, CBIC, Shri Sanjay Kumar Agarwal; Member, CBIC, Shri Alok Shukla; Chief Commissioner CGST, CX and Customs, Guwahati Zone, Shri Yogendra Garg; senior officers from CBIC, officers and staff from CGST & Customs, Guwahati zone were present.

Addressing the august gathering, Finance Minister Smt. Nirmala Sitharaman congratulated the people of Tripura on inauguration of GST Bhawan. She emphasised the importance of good infrastructure which can be leveraged to serve taxpayers in a better resulting in improved revenue collection. The building will help the common citizens to come and get facilitated in GST related matters. It increases accessibility of officers to the public. During the address, the Finance Minister highlighted that post GST, revenue generation for Tripura has been extremely favourable. Before the GST was introduced, Tripura received only Rs 4.21 crore as Central Sales Tax (CST) in FY 2016-17, whereas the state collected Rs 982.50 crore IGST in FY 2022-23 from Inter-State trade. Also, with GST Bhawan, it becomes important to carry out outreach along with State to make people aware of benefits of GST and encourage more people to get enrolled.

Revenue Secretary Shri Sanjay Malhotra said that infrastructure is important but is relatively easier to create. More difficult task is to maintain it over and ensure that it is used effectively.

Chairman, CBIC, Sh. Vivek Johri said that the Government is striving to ensure that good working environment both for officers and the trade. He stated that this is the second GST Bhawan in the North East and that proposals for GST Bhawans in 3 other North East states are at various stages of approval.


Project  Details :

The project was completed in time despite two waves of COVID 19 affecting work and within stipulated timelines of agreement. The project estimated at cost of Rs. 28 crore. The plot of 0.71 acre has a built up area of  3,000 Sq. mtrs or 32,300 sq. ft, thus the average cost of construction pegged at Rs. 93,333/- per sq.mts or Rs. 8,668/- Sq feet. The cost of Rs. 8,668 per sq feet is far less than average cost of construction in Agartala despite best possible facilities and best branded fittings. The Office rooms are airy, nicely ventilated and fitted with energy efficient lightings. The CGST Agartala Commissionerate was created and started functioning in a rented building initially located at Lenin Sarani, Jackson Gate Building, Agartala, Tripura since 2017. The Customs Division and Audit Circle were also functioning at other rented buildings at Agartala.

The proposal for CGST Bhawan was approved for construction by CPWD in July 2019. The land measuring 0.71 acre, which was selected for construction of the building, was owned by the Customs Division, Agartala. The building was completed at a cost of around Rs. 28 crore and handed over by CPWD in December 2022. The total area of the building is about 3,000 sq. mt.

India on Saturday (22nd July 2023) "gifted" its in-service missile corvette "INS Kirpan" to Vietnam in reflection of growing strategic partnership between the two sides, especially in the maritime domain.

Navy Chief Admiral R Hari Kumar, currently on an official visit to Vietnam, presided over the ceremony at Cam Ranh where the frontline warship was handed over to Vietnam People's Navy.

It is for the first time that India gifted a fully operational corvette to any friendly foreign country, officials said.

The Indian Navy said the ship has been handed over to Vietnam People's Navy (VPN) with complete "weapon complement".

"On completing 32 years of illustrious service to the nation, Indian naval ship Kirpan has been decommissioned from the Indian Navy and handed over to VPN today.

About INS Kirpan :


INS Kirpan, since its commissioning in 1991, has been an integral part of Indian Navy's Eastern Fleet and has participated in many operations over the last 32 years. Manned by about 12 officers and 100 sailors, the ship is 90 metres long and 10.45 metres in width with maximum displacement of 1,450 tons.

"The transfer of INS Kirpan from Indian Navy to Vietnam People's Navy symbolises the status of Indian Navy of being the 'preferred security partner in the Indian Ocean Region," the Indian Navy said.

INS Kirpan, an indigenously built Khukri-class missile corvette, was handed over to Vietnam in line with Defence Minister Rajnath Singh's announcement last month that India will gift an in-service missile corvette to the country.

INS Kirpan departed on her final journey under the Indian tricolour from India to Vietnam on 28 June 2023 and reached Cam Ranh, Vietnam on 8 July 2023..

The Ministerial Meeting of the ongoing 14th Clean Energy Ministerial and 8th Mission Innovation Meeting got off to a start, in Goa (July 21, 2023), under the chairpersonship of the Union Minister for Power and New & Renewable Energy, Government of India, Shri R. K. Singh.



Ministers of more than 30 participating countries, heads of delegations and representatives of international organizations were present for the inaugural session of the Ministerial.

Addressing the Ministerial, the Union Minister for Power and New & Renewable Energy discussed barriers on the pathway to energy transition and possible ways to overcome them. “Climate change is a concern for all and each one should play a positive role to combat it. India’s per capita carbon emissions is around 2.29 tons while the world per capita average is around 6.3 tons.

It is the simple lifestyle of the people of our nation which is the reason for low per capita emissions. We need to look at challenges in the path of energy transition and find ways to move ahead in order to create a sustainable future. India has focused on cutting down fossil fuel consumption and increasing renewable energy generation. We have set targets to meet 50% of our energy requirements from non-fossil sources by the year 2030. India will achieve more than its target of generating 500 GW renewable energy by 2030.”

The Union Minister informed the Ministerial that India has Perform, Achieve and Trade (PAT) scheme for industries, which encourages them to implement sustainable practices, resulting in 105 million tons of emission reduction per annum.

“We are exploring different renewable sources including solar, wind, and hydrogen to accelerate energy transition. We have also focused on energy efficiency in the lighting sector, with schemes such as UJALA, star rating, and LED street lights; these have resulted in 278 million tons of emissions reductions per annum.”

Member, NITI Aayog, Dr. Vijay Kumar Saraswat highlighted the need to change the energy mix away from fossil fuels in order to ensure a sustainable future for humanity. “We have gathered here to embark on a transformative journey, one that holds the potential to shape the future of collaborative efforts towards global clean energy transition and sustainability. We need to ensure sustainable energy for humanity in order to build a sustainable future. We have to work on reducing our reliance on fossil fuels by increasing production of non-fossil fuels or renewable sources. However, today, the energy mix is dominated by fossil fuels and we have to change this scenario.”

Secretary of Energy, United States of America, Ms. Jennifer M. Granholm expressed deep appreciation for India's leadership in the global energy transition. She commended the collaborative efforts and partnerships forged among nations to accelerate the adoption of clean energy solutions and to address the pressing challenge of climate change. She acknowledged India's prominent position at the forefront of the energy transition, recognizing the significant strides the country has made in advancing clean energy initiatives. The Energy Secretary highlighted the critical importance of the active deployment of clean energy solutions by all countries, businesses, cities, and institutions, in order to achieve ambitious goals. “In order to achieve the goal of Net Zero, use of emerging technologies is paramount. Sharing a common goal of achieving it and being united is the only way to achieve it.”

Head of Secretariat, Mission Innovation, Dr. Eleanor Webster underlined the role of leadership in responding to the climate crisis. “Leadership in the middle of the climate change crisis is not a responsibility, it is a core action. Mission Innovation is about implementing policies to lead by example. Cooperation at global level is necessary to realize the magnitude of the challenge.”

Minister of Mines and Energy of Brazil, Mr. Alexandre Silveira de Oliveira announced that Brazil is set to take on the responsibility of hosting MI Ministerial meeting, as it will be hosting the MI Ministerial Meeting alongside its holding of the G20 presidency next year.

In a resolute move towards accelerating clean energy and addressing climate change, the Energy Minister of Brazil highlighted the country’s commitment to leading the way in the global transition towards sustainable and renewable energy sources. Brazil’s dynamic approach towards clean energy solutions has positioned it as a prominent player in the fight against climate change, said the Minister. “As India passes the role of host of CEM / MI to Brazil, the legacy of the CEM-14 / MI-8 forum's achievements in advancing clean energy and sustainability will serve as a solid foundation”, said Alexandre Silveira, expressing gratitude to India for its contribution.

Dr. Fatih Birol, Executive Director, International Energy Agency (IEA); Francesco La Camera, Director General, International Renewable Energy Agency (IRENA); Ms. Damilola Ogunbiyi, CEO and Special Representative of the UN Secretary General for Sustainable Energy for All (SEforAll) and Co-Chair of UN Energy; and Dr. Ajay Mathur, Director General, International Solar Alliance (ISA) also shared their perspectives at the opening session of the Clean Energy Ministerial.

The Clean Energy Ministerial (CEM) is a high-level global forum of 29 countries, to promote policies and programmes that advance clean energy technology, to share lessons learned and best practices, and to encourage the transition to a global clean energy economy.

Mission Innovation (MI) is a global initiative of 23 Countries and the European Commission (on behalf of the European Union) to accelerate Clean Energy revolution and progress towards the Paris Agreement goals and pathways to net zero.
